It was not!  Though it IS connected to the Library of Congress. The Brits burned the Capitol during the War of 1812, destroying Congress’ book collection that was stored there. Jefferson sold most of his book collection to the US Government after the fire as a way to rebuild and enhance the Library’s collection.
